Change SampleProgram's license to Apache 2.0

ライセンスファイルはGitHubのテンプレートファイルを使用しています。

各ソースファイルのライセンス文章は https://github.com/rt-net/raspimouse_ros2_examples のソースファイルの文章を流用しました。

Raspberry Pi Mouseの実機でサンプルが動作することを確認しました。

あとはトップディレクトリのLICENSEに一言「SampleProgramは別ライセンスである。」という表記がほしいかなと思います。

The "SampleProgram" directory is licensed under the Apache License 2.0. See the "LICENSE" file in the directory.

上記を https://github.com/rt-net/RaspberryPiMouse/blob/master/LICENSE の1行目に書くのでどうでしょうか？

こうすることでGitHubのリポジトリステータスが「View license」に変わるはずです。 （ここがGPL-2.0と書かれているとライセンスがディレクトリによって分かれているのに気づきにくいと思います）
