Update build check CI to follow the Raspberry Pi official cross compile procedure

What does this implement/fix?

Raspberry Pi 公式のkernelクロスコンパイル手順に従うように、workflowファイルを変更します。

なぜ変更するのか？

現在のCIに使用しているRaspberry Pi GCC Toolchains Filesにて、 最新のRaspberry Pi OS（Debian version: 12 (bookworm)）向けのtoolがリリースされていないため、 代わりの手段を検討しています。

Raspberry Pi 公式の手順でビルドチェックができたため、本PRを作成しました。

その他変更点

• カーネルのバージョン指定をコミットハッシュではなくブランチ指定に変更します
  • メンテナンス工数を削減するためです
  • コミット基準でビルドチェックをしたい状況がほとんど無いためです
• カーネルコンフィグの上書きを省略します
  • メンテナンス工数を削減するためです

nektos / actを使って、ローカル環境でモジュールがビルドできることを確認しています。
