TTS using internal HA URL

While using the tts function, it uses the external HA URL. But what if I want it to announce when my internet is down? It won't work without the internet, as my external URL is on Duckdns. Can I use the internal URL?

It must be connected to the internet as it addresses the speech engine API. Unfortunately it cannot run locally. So that without internet the TTS will not work. Sorry
