Provide setting screen #4

Once the plugin is activated "New Relic Settings" option should appear under "WordPress > Settings"

Menu item name should be "New Relic Browser"

Implemented setting screen. I need partnerID for curl request.

Anywhere you mention New Relic, please use "New Relic" (that capitalization and spacing) - only use newrelic when you are not allowed to use spaces.
