Removes separate workflow for updating WordPress packages in favour of 'groups' update introduced by dependabot.

Description

NodeJS v20 is in active window and v16 is out of maintenance.

Also, removes custom workflow to update WordPress packages whenever there's new version of Gutenberg, in favour of group updates introduced by dependabot.
