Decide on a testing strategy: proportions of unit/integration/e2e tests, testing tech stack #1193

Answer these questions:

What level of unit, integration and e2e tests do we have at the moment?
What level of unit, integration and e2e tests do we want?
What technology/third party libraries/models do we want to use for each?

Do

Kick off by writing more unit tests for core python code (profiles?, groups?, tags?)
Create tickets for adding further tests
