Make possible loading a grid that do not converge in AC #391

We make it possible to run an environment in DC mode through the parameters. It would be good to prevent the running of an AC powerflow and instead use a DC powerflow when the environment is DC.

This should be working for the pandapower backend for grid2op >= 1.9.0
