[v6.0.0-alpha.1] Added/Updated Filters are not Applied Immediately on Classic Site

When creating a new filters, or updating existing filters, the changes are not applied to open tabs when using the classic site.

The filter changes are applied immediately when using the Eclipse site.

Filter change triggers that do not apply immediately:

• Changes made via the management page (all filter types)
• Keyword filters created via the context menu
• Filtering a use via the x on a thumbnail on secondary tabs (i.e. any additional open DeviantArt tabs where the x was not used)

Filter change triggers that do apply immediately:

• Filtering a use via the x on a thumbnail, but only on the current/active tab
