This PR adds an options card to the management page dashboard, which includes a series of toggle switches for enabling/disabling filter functionality on the following pages:
Daily Deviations Page
Forum Pages
Notifications Page
By default all pages are set to Enabled.
This functionality closes #120 and closes #133.
Documentation will need to be updated/created for this functionality prior to release.
