Release latest fixes as v0.3.9? #60

Hey,

Would be just splendid to see the latest fixes shipped out as an v0.3.9 so users can benefit from the wonder that is posix-spawn. Thoughts?

Done: tagged and gem cut, v0.3.9.

Sorry to bother again, but would you mind adding release notes?

Release notes where? It looks like this release is all bug fixes -- the commit log has a pretty clear list.
