Support for German #32

As this package is designed for the art history institute at Ruhr University Bochum in Germany, the class should provide out of the box support for the german language. This includes titles of special sections like the table of contents as well as support for umlaut characters both for input and for typesetting (inputenc and fontenc packages).

This should be designed in a robust and completely customizable fashion.

Here we should also consider activating csquotes and defining the common quotes character " to work with the package by uisng \MakeOuterQuote{"}

Apparently \usepackage[utf8]{inputenc} is not needed anymore since 2018! See https://tug.org/TUGboat/tb39-1/tb121ltnews28.pdf
