Tech dialog broken #3

Techs were moved within the player file, and also are no longer items. The tech dialog will need to be overhauled to support the new system.

The new .tech format appears to be very similar to an item, so fixing the tech editing shouldn't be as hard as I originally thought, but I still need some way to read SBAsset4.
