Add coerce_to_double parameter to detect_missing() function.
Add the description of this parameter in help.
Modify the codes of detect_missing so that missing values in integer columns can be labelled when coerce_to_double = TRUE.

Hi, I'm going to wait on merging this until https://github.com/tidyverse/haven/issues/527 is fixed because that issues makes it hard to write tests
