chore: add workflow for running PHPUnit #39

Using GitHub suggested workflow.

Uses SQLite. Thinking about copying services section from https://github.com/makigas/makigas/blob/master/.github/workflows/ruby.yml and using PostgreSQL here too, but let's see if this is faster and if this works
