Upversion stack resolver #21

This is my attempt to fix issue #19, which I hit when trying to do a stack install stack-hpc-coveralls in a project using a newer resolver.

I didn't test this with your CI, and I notice the build failed, by the looks of things because with the configuration you are using it can't resolve one of my changed dependencies. I'm at the limit of my knowledge with how all this stuff fits together, so any ideas for fixing would be most welcome! I appreciate that you're busy!

@ch3pjw We still use

STACK_YAML=stack-7.8.yaml
STACK_VERSION=0.1.7.0

I think that's the culprit. Stack has to be updated on Travis as well.
