Support stack versions greater than 0.1.7.0 #5

Fixes rubik/stack-hpc-coveralls#4.

Updates the version check to support stack versions greater than 0.1.7.0, also updates the travis config to test both 0.1.7.0 and 0.1.8.0 against ghc-7.8.4 and ghc-7.10.2.
