Updates for bumping the recommended to Weekly 39.

@DouglasLeeTucker a few notes for you: At the time of opening the PR, all of the NBs EXCEPT 03b are ready for review. NB08 was created for W39 and did not need any changes. The README did not need any changes.

The errors with the 03b notebook required Weekly 40 in order to fix, so we are bumping the recommended to w40 instead of w39. All NBs are now ready for w40.
