Added the Apache 2.0 license to the tutorial notebooks. This seemed an appropriate open-source license based on the simplicity and openness on the one hand, and the protection of trademarks on the other hand.
Noted both in ReadMe.rst and in NOTICE that those reusing the contents of these notebooks should replace the Vera C. Rubin logo (which is reserved for Rubin use) and the headers.
