Compatiblity with rubocop 1.0.0 #45

Rubocop 1.0.0 was released today: https://metaredux.com/posts/2020/10/21/rubocop-1-0.html Are the any plans to update dependencies? Currently it's not possible to use rubocop 1.0.0, because guard-rubocop depends on 0.x versions of rubocop.

@yujinakayama Would you mind tranferring the repo to RuboCop HQ, so we can just maintain the project there?

Released guard-rubocop 1.4.0 with RuboCop 1.0 support.
