Capybara/RSpec cops are not visible in this section, and not in the left sidebar.

But they are visible here https://docs.rubocop.org/rubocop-capybara/cops_capybara_rspec.html

I don't think we have such an issue with e.g. rubocop-rspec, all sub-departments appear under "Cops Documentation":
