Motivation and Context
It adds support for Sharepoint Operational Recovery. Users can trigger from RSC, and also rrom
powershell command.
How Has This Been Tested?
Manual Test ongoing.

Using pwsh command to trigger a Sharepoint Operational Recovery. Checked the sharepointOpertionalRecoverySpec persisted in the db and the job was triggered successfully.
