Allow Azure subscriptions to be added with only Exocompute #132

Exocompute now exist independently of Cloud Native Protection in Polaris for Azure. The Terraform provider though still requires the Cloud Native Protection feature when adding the Exocompute feature.

In the latest beta release (v0.9.0-beta.1), Exocompute is independent of Cloud Native Protection and can hence be added without it.
