Reverts ruby-i18n/i18n#630

Due to an issue reported in https://github.com/ruby-i18n/i18n/issues/632 and https://github.com/ruby-i18n/i18n/pull/630#issuecomment-1182666844, I am making this PR so that we can remove it from the 1.11.x branch.
