[Conf] Fix Linux distribution of Travis CI build environment #29

Currently, Travis CI uses Ubuntu Xenial as the default Linux distribution. In addition, support of the Ruby 2.3 series has ended. I would like to modify the Travis CI configuration file for these situations.
