Please release the new version #39

It's been 1.5 years since the latest version was released.

@masa16 The ruby-numo project is very important for the Ruby ecosystem. numo-linalg is also important. I think we need more people who can support the project whenever they want. So, how about asking @yoshoku to be a committer? I think he's the right person for this.

@kojix2 Could you please open a new issue for your request? In this issue, I just need @masa16 to release the new version of nomo-linalg.

Please see the commit log. Many of the changes from the last release were actually submitted by yoshoku and finally accepted by masa16. In other words, releasing a new version actually means adding the code created by yoshoku to numo-linalg.

@kojix2 The reason why I submitted this issue is to request @masa16 to release the new version. Introducing new committers is not my concern.

You can create a new issue to talk about new committers. Please keep this issue simple.
