Remove "Under Development" from the Readme.
All projects on Github are under development.
On Github, "Under Development" usually means not executable or pre-alpha.
I think Narray is executable. It is not perfect, but it meets most people's needs.
Therefore, the notation "Under development"
is not only meaningless but also harmful,
because it provides inaccurate information to the users.
It makes it difficult to recommend Narray to others.
I don't want to be a bad guy who encourages others to use pre-alpha libraries.
This is a problem for me.
