[README] Simplify the README title #153

The title of Numo::NArray README is informative. That's a good thing. But as a design, it looks a little busy. Why don't we simplify it? This is just a suggestion to make README looks clean...

Some notable projects have long titles that describe features. https://github.com/google/mozc

I think the long title of numo-narray is intended for old NArray users to encourage them use new version. And explains what the word Numo means.

Not for those who are new to Narray, starting with a Rumale or Ankane's awesome projects, I think...
