Migrate CI pipeline to GitHub Actions from Travis CI #179

It has been announced that travis-ci.org will be shut down. Therefore, I propose to migrate the CI pipeline to Github Actions as well as numo-linalg ( https://github.com/ruby-numo/numo-linalg/pull/36 ).
