Code of Conduct Edit #25

Tweaking @benschwarz's first draft. I added a bit of an introduction, and reworded things to ensure the language is applicable across any Ruby Australia event, not just conferences.

Still not entirely satisfied with it, but it's certainly not a bad place to start.

Sorry @pat, I merged so it was in the main repo. scrolling the long lines was getting to me.

@tjmcewan Just make sure that it remains in the coc branch for now — I've made a call for the committee members to review… and I have some other plans for the rollout process.

Ok I'll hold off; was just about to add navigation in & regen the site.
