Add react not a conf #169

I'm one of the React.NotAConf organizers together w/ @rstankov & @vladimirtassev. We're hosting the first React conference on the Balkans, called React.NotAConf happening on 28th April in Sofia, Bulgaria. We decided to use the Berlin Code of Conduct since it was used by our friends from EuRuKo and partial :: Conf. 🚀🚀🚀

@janettt I haven’t been to Sofia yet, though not working with React right now
