Add Russian translation of the CoC #188

We already have two Russian communities supporting Berlin Code of Conduct:

PiterPy MeetupSt. Petersburg C++ User Group

And there's more coming soon. So it's about time!

Sadly I don’t speak Russian (though it’s on my list to learn more about Cyrillic type design). I would love to get feedback from other Russian native speakers before merging this.

@hagenburger Hi! I am a native russian speaker and translation looks pretty much fine to me.

@sapegin I was thinking about keeping "Кодекс Поведения" intentionally capitalized (in a way "Code of Conduct" and some other terms are intentionally capitalized through text). That helps readers to acknowledge key terms of the document.

I agree tho that it would more natural to remove capitalization. Let me think about it a little bit more, I guess.

@sapegin fixed all your concerns except three (I answered you on them): intentional capitalization, 'gender' vs 'sex', preservation of the 'citizenship' term.
