R18n update #117

Some time between the 0.4.x release of r18n/sinatra-r18n rubycas-server is currently written against and the current 1.1.1 release the api for defining various settings changed.

This pull request addresses the changed API and locks rubycas-server to the 1.1.x series of releases so surprises like this don't happen again.

This pull request is nearly identical to #112, closing before it gets merged.
