Upgrade to latest Postgresql and pg gem

Updating to latest Postgresql to see if its feasible to move the staging and production clusters to newer pg version.

This may semi-conflict with Rails 7 but is basically compatible/maybe just port the github workflow changes into that branch and close this? dunno
