Implement the privacy settings.

Users need to be able to:

make their accounts invisible to other general users(but not admins)
show or hide their address
show or hide their location

this is further along, but needs some tests to make sure @Pratt0923 's comments from above are true on The Grapevine (users index) and profile page (user show).
