Add README #31

In order to prep this repository for non-weekend contributors, we need a solid README!

For reference, the CASA project has a great README and contributing guidelines - https://github.com/rubyforgood/casa

The README should also include a link to the Ruby for Good slack so that we can communicate about the project in the #freeforest channel.
