Create/Read/Resolve Support Tickets

Summary

As a CEP admin, I want to see all submitted support tickets, create them, and resolve them

Things to Consider

There are a couple support tickets you can get with bin/rails db:seed.

Criteria for Completion

• [ ] Add working "Tickets" link to vertical nav bar
• [ ] Index page should look like other index pages (no import/search yet)
• [ ] "Add Ticket" button should load a new form
• [ ] A "view" action should load the show page of the ticket
• [ ] Show looks like mock - but if there is an associated survey_response, show the student associated with that response as well
• [ ] On the mockup - the name at the top of show page is the "Requestor" (a volunteer). Staff contact is the admin who is in charge of that requestor (not yet implemented - so leave this off for now). The first mock is for an active ticket. The second mock is for a ticket that has already been resolved/closed.
• [ ] From the show page, the admin can click "Resolve" that updates the closed_at (current time), closer_id (current_user), and status (active => closed)

Extra Details

Q: What does the "Mock Update Pending" tag mean?

A: This issue contains a mockup that is good enough to complete the work. But more detailed mocks are in progress. When the final mockup is complete, this issue will be updated, and the tag removed. (If you do not see the "Mock Update Pending" tag, the mockup is potentially final.)

@casadei - There will likely be slightly updated mocks for this before the day is out. But nothing crazy. -- When I see new ones created, I will update this issue and ping you as well.
