Export Support Tickets #96

Summary

As an admin, I would like to export all support tickets.

Criteria for Completion

[ ] There is an "Export" button on the Support Ticket index page
[ ] When an admin clicks this button, a CSV export is downloaded that contains all support ticket data, both active and inactive.

(Example index page)
