Allow admins to create People #914

Admins need to create people to set as Ask and Offer form contacts. Right now their only option is to fill out an offer/ask form with the name and then finding them.

hey @maebeale ; so sorry, I'm going to relinquish this ticket. I overestimated how much flexibility I would have to take on new projects while also job hunting.
