Usda cert alert #119

I closed the old pull request. When a user changes the USDA cert, and clicks save, the alert box will now appear if the cert has not been signed or is out of date.

@pollygee Hey Polly, I made a change to the "updateClient" method in the dashboard. I think this should do what we are looking for? When you make the change to the USDA cert radio button, and then click save, the alert will appear if the cert is out of date or if the cert date is null.

@rongxanh88 I'm so sorry for the complete lack of attention here. Right around the time you submitted this PR, new regulations came down requiring the Elizabeth House team to go with a different solution, so this project has been on hold since then. I apologize that we didn't update your PR or issue to let you know.

Unfortunately, that hasn't changed, so I've been going through closing down issues and PRs as a way to signal that these issues no longer need attention. If you're still looking to help out on any of the Ruby for Good projects, there are plenty of other projects that are under active development and would love your contributions. ❤️
