Need filter for county in summary to highlight to indicate it's toggled on and off

For the summary of the dashboard, when you click a county the list is filtered by that county. It's not super clear that it's a filter that you can click again to turn off to see all the appointments.

We need some sort of highlight for the filter that's selected that clearly indicates it can be deselected to show all the appointments again.
