Set up staging environment for QA testing

I really only set this up, shelterassist-power.heroku.com, for us to use for testing with the https://github.com/thestephenmarshall/shelter-assist fork while our team was focused on the project for the week of October 11-15. I'm assuming the current location would be fine once the design stuff is merged at which point the project should resume as a normal rubyforgood project would.

I'll likely be dropping my staging site in a week or so since I'm not anticipating needing it ongoing.
