When a Box has been reviewed and approved, it will need to move on to the next step which is Box Design

This issue includes:

Creating the mailer action that will find the Volunteers that have permission (using the pundit policies) to design boxes and send a Box Design needed email
Trigger the action when Box review has been completed
for every email sent, a MessageLog should be created
