doc: update README with end-of-life information #182

This is necessitated by the failure to compile against Ruby 3.2 (rb_cData was deprecated in Ruby 3.1). Hopefully a README note is enough to guide users through any remaining confusion.

Note: I meant "3.2" when I said "3.1" in the initial description. I've updated the description and the commit.
