Add changelog for v2.4.3 #505

This PR adds missing changelog for v2.4.3. I picked these changes from https://github.com/rubysherpas/paranoia/compare/v2.4.2...03d0779327b1604befd6dd36001cd8fcb908bff9.

BTW, It seems a release tag is missing.

There is a release tag for 2.4.3, I just called it 2.4.3 instead of v2.4.3 oops
