Logging selector environment variable is inconsistent between containers. #158

The use of RUCIO_ENABLE_LOGS and RUCIO_ENABLE_LOGFILE is inconsistent between the containers and the documentation. Switch to just using RUCIO_ENABLE_LOGS.
