Add CERN CA installation to the Dockerfile of xrootd container for CERN certs to be trusted.

@mlassnig not sure if this is the best way to add/trust the CERN CA, I followed the setup of the other containers as I couldn't find much information other than that, which didn't work: https://linux.web.cern.ch/docs/certificate-autoenroll/.
