WIP: Jupyterlab v3 to v4 dependencies update

Jupyterlab v3 to v4 dependencies update.

This update compiles with jupyterlab=4.1, python=3.11, notebook<7, and NodeJS=~20

TODO before merging:

[x] Create release v0.10.0 from current master branch
[x] Needs https://github.com/rucio/jupyterlab-extension/pull/33
[ ] @bari12 @ftorradeflot discuss and agree on versioning numbers (follow rucio strategy ?)
[ ] Squash PR before merging
