Description

Should be built on top of PR https://github.com/rucio/webui/pull/463 Depends on https://github.com/rucio/webui/issues/432

Requirements:

migrate to a new design and layout
use custom styled shadcn components
make sure the loading cannot start while the table isn't ready
make sure the page.tsx is completely server-side (allow initial data loading, useSearchParams there)
make sure the errors are displayed
useQuery to load additional data; thorough handling of any errors with metadata
cover with unit/integration tests!
fix storybooks with mocking
