Picture decimation option #8

Probably, it can minimize processing data and increase FPS.

Hey, I do indeed want to add this. I just haven't had time recently, and will see when I can get around to it.

I have sort of added a very basic picture decimation for linear, nv12 and p030. It probably increases the framerate, I'm not sure how much it helps to reduce the processing power required.
