In order for Weave to support Customize The Web with its current 0.6
platform, allow Customize The Web to convert a site's behavior as
description to a bookmark for that site, assigned to a tag called
"customizetheweb". Weave will sync the bookmarks. Upon detecting new
bookmarks with a "customizetheweb" tag, it will import their descriptions
as CustomizeScripts into the client's extension.
